Welcome to the Domeyko Taylor Holding Company.

Obviously an agglomeration of our last names, this company allows us to consolidate our companies but also enables us to get into community reinvestment in ways that none of our individual companies can.   

Historically, Clifton has been a real estate developer focused on large, greenfield master plans. The company he founded, Taylor Builders, works with a private funder to acquire land, gain regulatory approvals, and develop the backbone infrastructure for projects in Placer County and across other Northern California jurisdictions. Since 2017, Taylor Builders has been working on a variety of projects, including greenfield and, increasingly, infill areas in Sacramento, Stockton, and Placer and Sacramento counties.  Taylor Builders is also the primary developer at Northstar California Resort in Placer County near Lake Tahoe.  

In contrast, I was a real estate economist who, for 20 years, analyzed the financial feasibility and economic impact of large projects on the communities where they would be developed.  After founding New Economics & Advisory in 2011, I spent nearly ten years applying my analytical skills to parks, recreation, and tourism projects, thinking more and more about the power of placemaking.    

We made a big leap in 2017 when we became minority owners of the Lincoln Potters Baseball Club, a collegiate summer baseball team.  South Placer has a deep love for baseball, and the Lincoln Potters played at historic McBean Stadium in Downtown Lincoln from 1923 to 1968. When the City of Lincoln decided to bring the Potters back to life, Clifton and I raised our hands to be the “local” owners of the team. One year later, the majority shareholder had to sell because of league conflicts, and we were suddenly the 100% owners of the team. Eight years on, the community has embraced Piper (our peacock mascot), the Potters players, the renovated stadium, and the energy that only small-town, homegrown family-friendly entertainment can create.       

With the Domeyko Taylor Holding Company, we finally have the ability to undertake, from start to finish, infill projects we believe can make a difference to local communities.  We are focusing much of our energy on downtown Lincoln, a historically rural community that has experienced a lot of growth in its outer areas and yet has retained its small-town spirit and pride.  Downtown Lincoln has not had any significant investment for decades, and we are excited to help reinvigorate this area by adding new mixed use, affordable housing, and other activities there.

Isabel Domeyko, 
President

Isabel serves as President of Domeyko Taylor Holding Company. She is also co-founder of Taylor Builders (for which she oversees company involvement in cultural, civic, and industry initiatives in communities where Taylor Builders is actively engaged), the President of New Economics & Real Estate Advisory, and the Board Secretary for the Lincoln Potters Baseball Club.  

Isabel is a founding co-chair of the Urban Land Institute (ULI) Young Leaders Group in Sacramento and currently serves as the Immediate Past Chair of the ULI Sacramento District and head of the organization’s Governance Committee. 

She also serves on the board of the Tahoe Mountain Resorts Foundation (and is the Scholarship Committee Chair for that organization), and the Tahoe Expedition Academy.  

Isabel previously participated in the Americorps Program as a volunteer for an inner-city Chicago housing organization, after which she earned a Master’s Degree in Urban Planning and Policy from the University of Illinois at Chicago.

Clifton Taylor, 
Chief Investment Officer

Clifton Taylor leads Taylor Builders, a land development and investment company based in Roseville, CA. Clifton has two decades of real estate and asset management experience in California. Since co-founding Taylor Builders, he has guided the growth of the company by making dynamic project acquisitions and developing an industry leading operating team.

Mr. Taylor has worked successfully with landowners, federal, state and local agencies and stakeholders on complex development projects throughout Northern California, the Central Valley and Tahoe regions. With experience across multiple real estate sectors, he brings a passion for community development through active community engagement. An often-outspoken leader, Clifton is known for being an unconventional strategist willing to take personal risks.

He formerly led Richland Communities real estate division located in Roseville where he was responsible for the company’s Northern California assets in the Sacramento Region, Bay Area and San Joaquin Valley. In 2005, Clifton led a team that received a California Department of Conservation Director’s Award and San Joaquin Council of Governments Regional Excellence Award for his team’s work on the largest Williamson Act easement exchange in California’s history.

Prior to joining Richland, Clifton worked on entitlements and acquisitions for Centex Homes. He began his career as a planner for the County of Yuba, serving as Zoning Administrator and Secretary to the County Fish & Game Commission.

Mr. Taylor holds a bachelor’s degree in Environmental Studies from the University of California at Santa Barbara. He is active in the community, currently serving on the Board of Directors for the North State Building Industry Association and Blue Line Arts. Previously, he served the Tahoe Mountain Resorts Foundation Board and is also a founding member of the Urban Land Institute Young Leaders Group in Sacramento. Additionally, he is co-founder and Chief Financial Officer of the Lincoln Potters Baseball Club, LLC, a collegiate wood bat baseball organization located in Lincoln, CA.

Katherine Hart,
General Counsel

Kate has a demonstrated history of working in the real estate development industry. For more than 20 years, she has dedicated herself to gaining and employing legal and practical skills to guide the responsible development of brownfields and greenfields, while simultaneously striving to conserve and integrate natural environments and local character. 

Kate’s work experience ranges from being a deputy city attorney for a growing Bay Area city, to serving as outside counsel for various cities, counties, and small utility districts regarding various legal matters, as well as Land Use Counsel for Richland Communities –all with a focus on CEQA guidance and litigation, regulatory permitting and land use compliance, and various other entitlement matters. 

Kate was selected as a “California Super Lawyer” in the field of Land Use and Zoning Law by Thomson Reuters, Inc. for multiple years while in private practice.Kate served as a Member of the Central Valley Regional Water Quality Control Board for seven years, and has served on the Sacramento Valley Board of Trustees since 2005. She was recently appointed to sit on the Placer Conservation Authority Advisory Committee to assist in implementing the Placer County Conservation Program.
